Renewal upon request
Once the 150-hour job guarantee has been fulfilled, if 150 hours have been worked, the Commission de la construction du Québec (CCQ) issues a competency certificate valid for a 12-month period. Workers who have worked during the 14 months prior to the renewal date for their certificate, and who have fulfilled certain conditions depending on the type of certificate, will have their certificate renewed automatically. Otherwise, they must apply.
Once the application is approved, the competency certificate is sent by mail. However, depending on the circumstances, the CCQ may issue a temporary work permit so that the candidate has quicker access to the site. The work permit is valid only for a limited period, depending on the situation.
The conditions for renewal are different for apprentices, journeymen, and occupation workers.
Renewal with proof of activity or inactivity
For all types of certificate (apprentice, journeyman, and occupation), certain reasons for absence may make it possible to renew the certificate free of charge if the worker is able to prove these reasons (for at least two of the months in each validity period of the competency certificate).
Renewal with proof of activity or inactivity does not apply to the student candidates’ apprentice competency certificate
Work outside of Québec
The holder continued to perform work in the construction industry authorized by his or her competency certificate outside of Québec.
If a reciprocity agreement (Québec-France agreement, Canadian provinces and United States, for example) is in effect, the applicant must contact Customer Services.
Otherwise, the applicant must supply two documents.
A company letter including:
- The company’s name, address, and telephone number
- The site where the work is performed (province or city)
- The employee’s name and SIN or client number
- The title of the specialty or trade covered
- The employee’s employment period
- Total hours worked per year
- Number of hours worked during the period
- The signature and position of the company representative
OR
A letter from the union association including:
- The union’s name and address and the local’s telephone number
- The site where the work is performed (province or city)
- The employee’s name and SIN or client number
- The title of the specialty or trade covered
- The employee’s employment period
- Total hours worked per year
- Number of hours worked during the period
- The signature of the union representative, secretary, or business manager
AND
Wage-related documentation such as tax slips (T4 or Relevé 1), pay statement, payroll (with name of employee and company) or notice of termination.
Employer or designated representative
The holder of the competency certificate has worked in the construction industry as an employer or designated representative as defined in section 19.1 of the Act R-20 and has himself or herself performed the work authorized by his or her apprentice competency certificate, journeyman competency certificate, or occupation competency certificate.
Only designated representatives and sole proprietors with a valid competency certificate may claim this type of activity. Applicants must contact Customer Services, and their file will be analyzed.
Illness; accident; preventive leave; maternity, paternity, or parental leave
The holder was unable to perform activities authorized by his or her competency certificate due to an illness; an accident; a preventive leave; or a maternity, paternity, or parental leave for the birth or adoption of a child.
The applicant must fill out the form Renouvellement du certificat de compétence à la suite d’une incapacité (in French only). This form may be obtained by contacting Customer Services.
Employer activity
The holder was unable to perform activities authorized by his or her competency certificate due to employer activities in the construction industry. The applicant must submit:
A letter signed by the company manager specifying the nature of the work performed and the work periods concerned.
AND
Wage-related documentation such as tax slips (T4 or Relevé 1), pay statement, payroll (with name of employee and company) or notice of termination.
Union activity
The holder was unable to perform activities authorized by his or her competency certificate due to union activities in the construction industry. The applicant must be a union representative or business agent. He or she must submit:
A letter from the union association describing the work done and the concerned period.
AND
Wage-related documentation such as tax slips (T4 or Relevé 1), pay statement, payroll (with name of employee and company) or notice of termination.
