Intergovernmental Agreements (ON, NB, NL)
Intergovernmental agreements on worker mobility and professional qualification in the construction industry allow workers residing in the provinces of Ontario, New Brunswick, and Newfoundland and Labrador to work in the construction industry in Québec and workers residing in Québec who hold a competency certificate to work in these provinces. These agreements affect mainly employees, but also construction contractors.

Québec–Ontario Agreement
Holder of a recognized certificate under the agreement
Holders of an Ontario certificate in a trade or occupation recognized under the agreement must register with the CCQ to obtain a registration certificate. For the certificate to be granted, the following conditions must be met:
- Be at least 16 years of age
- Have a social insurance number
- Supply proof of residential address in Ontario from among the following list (except for the driver’s licence, the document must have been issued within the last 3 months):
- Driver’s licence
- Electricity or natural gas bill
- Telephone bill
- Municipal or school tax bill
- Attach the form Application for registration or modification of identification file or choice of union association, duly filled out
- Supply a photocopy of an official document from among the following list
- Provide proof of qualification or of possession of an apprenice card
- Prove that you have passed the course Santé et sécurité générale sur les chantiers de construction or another course deemed equivalent under the agreement
- Pay the $10 fee required for attestation of recognition of a health and safety equivalency (cheque, money order, credit card, debit card, or cash)
Holder of a Trade Activity Card
Holders of a Trade Activity Card issued by the Jobs Protection Office must register with the CCQ in order to obtain a registration certificate. For the certificate to be granted, the following conditions must be met:
- Be at least 16 years of age
- Have a social insurance number
- Supply proof of residential address in Ontario from among the following list (except for the driver’s licence, the document must have been issued within the last 3 months):
- Driver’s licence
- Electricity or natural gas bill
- Telephone bill
- Municipal or school tax bill
- Attach the form Application for registration or modification of identification file or choice of union association, duly filled out
- Supply a photocopy of an official document from among the following list
- Provide proof of possession of a Trade Activity Card issued by the Jobs Protection Office
- Prove that you have passed the course Santé et sécurité générale sur les chantiers de construction or another course deemed equivalent under the agreement
- Pay the $10 fee required for attestation of recognition of a health and safety equivalence (cheque, money order, credit card, debit card, or cash)
Holders of a Specialized Construction Work Card
Holders of a Specialized Construction Work Card issued by the Jobs Protection office must register with the CCQ in order to obtain a registration certificate. For the certificate to be granted, the following conditions must be met:
- Be at least 16 years of age
- Have a social insurance number
- Supply proof of residential address in Ontario from among the following list (except for the driver’s licence, the document must have been issued within the last 3 months):
- Driver’s licence
- Electricity or natural gas bill
- Telephone bill
- Municipal or school tax bill
- Attach the form Application for registration or modification of identification file or choice of union association, duly filled out
- Supply a photocopy of an official document from among the following list
- Provide proof of possession of the Specialized Construction Work Card issued by the Jobs Protection Office
- Provide proof that you have passed the training required by the manufacturer for warranty purposes
- Prove that you have passed the course Santé et sécurité générale sur les chantiers de construction or another course deemed equivalent under the agreement
- Pay the $10 fee required for attestation of recognition of a health and safety equivalence (cheque, money order, credit card, debit card, or cash)
Obligations on the construction site
Ontario workers who hold a recognized certificate under the agreement or a Trade Activity or Specialized Construction Work Card must have in their possession at all times on construction sites in Québec their valid registration certificate issued by the CCQ and their valid Ontario certificate or card in order to work in the construction industry in Québec.
Access to Québec occupations by Ontario workers
Ontario workers who demonstrate that they have experience may obtain an exemption from holding an occupation competency certificate if they establish:
- that they have 750 or more hours of experience worked in Ontario in one or more of the tasks related to an occupation in Québec
OR
- that they have 1 or more hours of experience worked in Ontario in one or more of the tasks related to an occupation in Québec and that they have completed training in workplace health and safety recognized as equivalnt to the obligatory course in Québec
The conditions to satisfy for the issuance of an exemption from holding an occupation competency certificate are the following:
- Be at least 16 years of age
- Have a social insurance number
- Supply proof of residential address in Ontario from among the following list (except for driver’s licence, the document must have been issued within the last 3 months):
- Driver’s licence
- Electricity or natural gas bill
- Telephone bill
- Municipal or school tax bill
- Attach the form Application for registration or modification of identification file or choice of union association, duly filled out
- Attach the form Application for exemption from holding a competency certificate Agreement between Québec and Ontario, duly filled out
- Supply a photocopy of an official document from among the following list
- Prove that you have passed the course Santé et sécurité générale sur les chantiers de construction or another course deemed equivalent under the agreement and provide proof of at least 1 hour worked in Ontario in the tasks related to an occupation in Québec by providing an employer’s letter and pay slips or tax slips
OR
- Supply proof of at least 750 hours worked in Ontario in the tasks related to an occupation in Québec by providing employer letters and pay slips or tax slips
- Pay the $100 fee required (cheque, money order, credit card, debit card, or cash)
- Pay the $10 fee required for attestation of recognition of a health and safety equivalence (cheque, money order, credit card, debit card, or cash)

Québec–New Brunswick Agreement
Holders of a certificate recognized under the agreement
Holders of a New Brunswick certificate in a trade or occupation recognized under the agreement must register with the CCQ to obtain a registration certificate. For the certificate to be granted, the following conditions must be met:
- Be at least 16 years of age
- Have a social insurance number
- Supply proof of residential address in New Brunswick from among the following list (except for driver’s licence, the document must have been issued within the last 3 months):
- Driver’s licence
- Electricity or natural gas bill
- Telephone bill
- Municipal or school tax bill
- Photo ID card issued by New Brunswick
- Attach the form Application for registration or modification of identification file or choice of union association, duly filled out
- Supply a photocopy of an official document from among the following list
- Provide proof of qualification or of possession of an apprentice card
- Prove that they have passed the course Santé et sécurité générale sur les chantiers de construction (ASP Construction).
Obligations on the construction site
Workers from New Brunswick who hold a certificate recognized under the agreement must have in their possession at all times on construction sites in Québec their valid registration certificate issued by the CCQ and their valid New Brunswick certificate or card in order to work in the construction industry in Québec.
Access to Québec occupations by workers from New Brunswick
Workers from New Brunswick who demonstrate that they have experience in an occupation may obtain an exemption from holding an occupation competency certificate if they establish that they have 750 or more hours of experience worked in New Brunswick in one or more of the tasks related to an occupation in Québec.

- Provide a photocopy of an official document from among the following list
- Provide proof of at least 750 hours worked in New Brunswick in the tasks related to an occupation in Québec by providing employer letters and pay slips or tax slips
- Prove that you have passed the course Santé et sécurité générale sur les chantiers de construction (ASP Construction).
- Pay the $100 fee required (cheque, money order, credit card, debit card, or cash)

- Supply a photocopy of an official document from among the following list
- Supply proof of at least 750 hours worked in Newfoundland and Labrador in the tasks related to an occupation in Québec by providing employer letters and pay slips or tax slips
- Pay the $100 fee required (cheque, money order, credit card, debit card, or cash)
- Pay the $10 fee required for attestation of recognition of a health and safety equivalence (cheque, money order, credit card, debit card, or cash)
