Measures instituted due to the Canada Post service interruption
The situation is changing hour by hour, and we are doing everything possible to make sure that the payments expected by our clientele are delivered under the best conditions. Here are the measures established according to the different situations:
VACATION CHEQUE – YOU HAVE NOT REQUESTED A REISSUANCE: Canada Post’s gradual return to service begins December 17 and your cheque will be delivered by mail.

Measures for workers
Here are the measures that apply to workers:

It is important to know that when you requested reissuance of your vacation cheque, the cheque initially sent by Canada Post was automatically voided. Therefore, you must not cash this cheque when you receive it by regular mail.
Salary insurance benefit cheques
Payments for January 2025: The cheques will gradually be sent to the clientele by private courier until early January 2025.

Insurance claim reimbursement cheques
Depending on how the situation develops, the CCQ will plan to establish additional measures for sending out these cheques.
Incentive measures cheques following a training course
Because of restrictions to the number of deliveries by our private courier service, the delivery of incentive measures cheques following a training course is interrupted until further notice.
For the training periods that took place between November 9 and December 13, 2024, everyone whose cheque will be distributed at a regional office will receive an email giving the distribution schedule and the location where they can pick up their cheque. You must wait until you receive this email before going to a regional office.
Only you or a person you have designated can go to pick up your cheque. You must designate a person by filling out the Formulaire de procuration available on our website. This form, duly filled out, must be handed in when you pick up your cheque.
To pick up the cheque, you will have to present two valid pieces of identification, one of which bears a photograph (Medicare card, driver’s licence, etc.).
Competency certificate
To apply for your competency certificate, use an alternative means to send the required documents to the CCQ.
Your competency certificate is valid and allows you to work once you fulfil the issuance conditions, even if the paper document is not yet in your possession. The CCQ will therefore wait until postal service resumes to send the paper copy of your issued or renewed competency certificate.
You can confirm the validity of your competency certificate in the online services.
MÉDIC cards
The MÉDIC cards for the insurance period from January to June 2025 will be sent in January 2025. For more information, consult the MÉDIC Construction FAQ.
At all times, you can consult the MÉDIC Construction section in the online services.
Admission to a qualification examination or apprenticeship classification
The required form must be sent:
- By messenger service (UPS, Purolator, FedEx, etc.) to the address of your regional office
- By bringing it in person to one of our regional offices
For applications that have relatively few pages, you can also send them to us:
- By fax (use the number of your regional office)
- By the online services
You can obtain your exam results through the online services.
Change of address
For a change of address of domicile without change of region or for a change of mailing address, please go directly to the online services or fill out the form available online and send it by fax to the fax number given on the form.
For a change of address of domicile with change of region, use an alternative means to send your proof of residence.
Notice to attend upgrading activities
Workers may verify the status of their registration in the online services. For any questions, please contact the Info-perfectionnement line, at 1 888 902-2222. Eligibility for apprenticeship grants:
- Apprenticeship Completion Grant (ACG)
- Apprenticeship Incentive Grant (AIG)
These letters will be sent to the clientele by private messenger service during the Canada Post service interruption.
Documents related to the division of family assets following a divorce or separation These documents will be sent to the clientele by private messenger service during the Canada Post interruption of service. - Payment services by Internet or telephone, at the counter, or at the ATM are offered by the different financial institutions
- By preauthorized debit, if you send your monthly report electronically or if you are subscribed to the monthly report by telephone service:
- Fill out the form and send it to us by email, through the online services. Don’t forget to attach a specimen cheque
- By cheque:
- Send it by messenger service (UPS, Purolator, FedEx, etc.), to one of the CCQ’S regional offices
- In person, at one of our regional offices

The required forms must be sent:
- By the CCQ’s online services
- By fax (use your regional office’s number)

Step to take to request reissuance of your vacation cheque
If you have not received your vacation cheque, the CCQ can issue a new one.
You do NOT have to call us or go to one of our offices. You simply have to send your request via the “Contactez-nous” form.
Important: Make sure to identify yourself as a “salarié(e) ou retraité(e).” Then go to the “Question/commentaire” section of the form and select the subject “Chèque de congés payés.” Finally, specify that you want your cheque to be reissued in the field “Question ou commentaire.”
Please note that requests received after December 15 will be processed after the holiday vacation, starting on January 6, 2025. A maximum waiting period of 15 working days for processing must be expected.
IMPORTANT: When you request reissuance of a vacation cheque, the cheque initially sent by Canada Post will be automatically voided. Therefore, you must not cash this cheque if the labour conflict at Canada post is settled and you receive it. Note that your financial institution may charge a fee if you try to cash the voided cheque.

Frequently asked questions – MÉDIC Construction
Will I receive my MÉDIC card by January 1, 2025?
- Despite the gradual return to service at Canada Post, the postal service might have delays, and your MEDIC card could be delivered later in January. If this is the case, please consult the additional information below.
How do I know if I am insured and what my insurance coverage will be in January 2025?
- If you are registered for the online services, you can consult the coverage to which you are entitled and the MÉDIC Construction bulletin associated with your plan.
How can I claim expenses if I haven’t received my MÉDIC Construction card?
- If you are registered for the online services, you can access the MÉDIC Online section and submit your claims, or you can do so by using the MÉDIC Construction application.
- If you were insured for the period from July to December 2024 and are insured in January 2025, you can use the card that you received for the preceding period.
- If you can access MÉDIC Construction online, a virtual card is also available on that platform.
- If your healthcare professionals (pharmacist, dentist, etc.) already have the data associated with your MÉDIC card, these data can still be used.
I am a newly insured person; how can I register my dependents?- If you are registered for the online services, you can access the section “Gestion des personnes à charge”.
- If you are not registered for the online services, you can fill out the form Declaration or updating of dependents, found on the website, and send it by fax or courier service, using the information on the form. The form may also be brought in person to one of our regional offices.
I paid my notice of insurability by mailing a cheque. How can I know if you have received it and whether I will be insured in January 2025?
- If you are registered for the online services, you can consult your insurance coverage there.
- If your online file shows that you do not seem to be insured or if you are not registered for the online services, check with your financial institution whether your cheque has been cashed.
- You have the option of making a bank transfer for the amount given on your notice until January 6. When it is processed, your coverage will be retroactive to January 1, 2025. Keep your receipts. You will be able to send them when your insurance coverage is confirmed.
I am not registered for the online services. What should I do?- If you know that you are insured, you can use your MÉDIC card from the preceding period or provide your CCQ client number to your pharmacy or dentist when you visit.
- If you have major expenses planned in early 2025, contact the Customer Service to find out what your insurance plan is, if you don’t know.
- If you are insured, you will receive your MÉDIC Construction card in January. Keep your receipts.
